As a result of our national investment in higher education and ability to attract top talent from across the globe, our colleges and universities have been and are today a powerful engine of innovation, driving scientific research and development and providing an edge to compete with other top countries in the industries of the future.
American history over the last century is filled with individuals who came to our colleges and universities — sometimes seeking refuge as well — and made our country stronger. Whether it was scientists in the early 20th century pushing the world’s technologies forward or teachers and physicians today, this has been a cornerstone of America’s prosperity.
America’s higher education system has continued this tradition. International students know that the best opportunities for advanced learning, specialized research, and highly skilled work are in the U.S. America today has less than 5% of the world’s population–our status as the country with the best institutions of higher education is fueled by international students. International students and scholars have made invaluable medical contributions from cancer research to neurosurgery. The programs on the computer you may be using to view this report, like Zoom or Grammarly, or technology used for your online shopping, like Stripe, were founded by international students.
America’s colleges and universities have driven many of the greatest advances over the past century—but that leadership is at risk.
Starting in March of 2025, the Trump administration launched unprecedented efforts targeting the international student population, including a sweeping, unlawful effort to force international students out of legal status. These attacks are creating a chaotic and fearful environment for international scholars, making it impossible for many to maintain legal status and finish earning their degrees in the U.S., and have the potential to undermine decades of progress in securing the United States’ role as the world’s top higher education destination.
If we lose our reputation as the premier destination for international student education, it is not a status we will be able to easily recover. New research from the National Foundation for American Policy shows that international students are critical to the infrastructure of American colleges and universities, including through the money they contribute to their institutions and their communities. A United States without international enrollment would result in school closures, job losses, and a less educated American workforce. Creating a partisan litmus test around the presence of international scholars in the U.S. will cause uncertainty for prospective students that will threaten the future of everything we have built.
